The "Fratello Sole" Foundation was established as part of Pope Leo XIV's vision of transitioning toward sustainable development, according to a Chirograph dated June 1, 2026. This foundation aims to enhance energy production and agriculture while adhering to principles of environmental preservation.
Pope Leo XIV articulated the goal of implementing an agrivoltaic plant within the extraterritorial area of Santa Maria di Galeria. This installation will not only supply electricity to the Radio Vatican transmission center but also ensure the complete energy self-sufficiency of Vatican City State.
The initiative builds on the efforts of the late Pope Francis, who previously encouraged such projects in his Apostolic Letter, Fratello Sole, issued motu proprio on June 21, 2024. The foundation's establishment is also backed by an agreement signed with Italian authorities on July 31, 2025, which took effect on May 27, 2026.
The Chirograph emphasizes that the foundation serves as a beacon of hope for sustainable practices, intertwining energy generation with agricultural activity. This aligns with the environmental stewardship principles outlined in the Encyclical Laudato Si', as well as in the Apostolic Exhortation Laudate Deum and the broader teachings of the Church regarding social responsibility.
The foundation will operate from its legal seat in Vatican City State and will be administratively based in the area of Santa Maria di Galeria. Initially, Sister Raffaella Petrini, President of the Governorate of Vatican City State, has been appointed as President, with Bishop Giordano Piccinotti, President of the Administration of the Patrimony of the Apostolic See (APSA), designated as Vice President.
